As a publicly funded post-secondary institution, transparency is essential to how Emily Carr University operates. This page brings together key reports and disclosures that demonstrate our accountability to our communities and government partners. From mandated public reporting to audited financial statements, these materials reflect our commitment to openness, good governance and continuous improvement.

Government Mandate Letter

B.C. public post-secondary institutions receive a mandate letter outlining government priorities and expectations. ECU’s Mandate Letter is on the Government of British Columbia’s website.

Institutional Accountability Plan + Report

Each July, public post-secondary institutions submit Accountability Plans and Reports to the Ministry of Advanced Education, Skills and Training. These outline goals, results and each institution’s role in serving students and communities. You can also find ECU’s and other institutions’ reports on the Government of British Columbia website.

Financial Reports

Audited Financial Statements 

Post-secondary institutions prepare annual audited financial statements to meet legislative requirements and comply with Generally Accepted Accounting Principles. 

Statement of Financial Information

The Statement of Financial Information (SOFI) is a Public Accounts report prepared in compliance with the Financial Information Act (B.C.), Chapter 140. It includes board expenses, employee remuneration, expenses paid over $75,000, and grants and accounts paid over $25,000.

Public Sector Executive Compensation Disclosure Statements 

The Public Sector Employers Act (B.C.) requires public organizations to disclose compensation for their CEO and the next four highest-paid executives earning a base salary of $125,000 or more. This annual disclosure supports transparency and accountability in executive compensation across the public sector. ECU’s annual executive compensation disclosures are on the Government of British Columbia’s website.

Pay Transparency Report

The Pay Transparency Act, passed in May 2023, applies to employers in British Columbia and is intended to address systemic discrimination and to help close the gender pay gap. To support this goal, employers are required to meet statutory obligations related to pay history, pay secrecy, employer reprisal and pay transparency.

Fighting Against Forced Labour and Child Labour in Supply Chains Act + Report  

The federal Fighting Against Forced Labour and Child Labour in Supply Chains Act came into effect on January 1, 2024. Certain entities must report annually on actions to prevent and reduce the risk of forced or child labour in their operations and supply chains. This report, prepared by Emily Carr University of Art + Design in compliance with the Act, covers the fiscal year ending March 31, 2025. It was approved by the Board on May 31, 2025.

Quality Assurance Process Audit

Like all B.C. public institutions, ECU participates in the Government of British Columbia’s Quality Assurance Process Audit (QAPA). This ongoing external review process ensures that public post-secondary institutions rigorously assess their program and institutional quality.
